    ` About 3" off the water surface and you should cover most of the tank front to back. Of course as it grows in it can get issues. Certainly there is no harm in adding another light. Of course with the 1st one now turned down. Plants will tell you if they are happy with the levels.

    Yes you can, but to clarify, using CO2 doesn't mean you loose O2 during the day. In fact, as you are providing CO2 to support respiration your plants will be producing more O2. When using CO2 it's also important to have good circulation and surface movement to support gas exchange.
