Yes then it might be a light issue, can you prune them back a bit (while still keeping them emersed) and raise the lights slightly? To be fair my mother plant always loks like a mess before a pruning is due, long shots sticking out everywhere at weird angles, even those I kept outside over summer in full sun still looked a bit etiolated.
