Should I switch fert

Please could someone advise if I should switch from dosing tnc complete to the lite version owing to the fact I now have a dozen tetras in my 60ltr planted tank (low tech), having previously just had a single Betta.

You could use the Duckweed Index, or just dose a lower dosing of TNC Complete, certainly until you run out of it.
