Plants failing to grow with diy dosing and co2

thanks I'm paranoid about co2 levels as i've killed shrimp in the past - fish were ok but shrimp cant cope. I'll up it very slightly for now
What I’ve found about shrimp is they don’t like big swings in pH, like those caused by CO2 injection - brings pH down, or plants under light, which brings pH up. While you’re reestablishing your planted tank, consider a higher, but still mild CO2 flow rate, much higher than your 2bps. I built a CO2 controller managed by a pH meter to keep my tank’s pH in a narrow band. The shrimp thrived.
 
Thanks to all that said light intensity, I think I'll look there next. I'm pretty disappointed in the fluval plant 3 for the money and I don't have the second mortgage required for the new fluval plant 4 which looks promising, (but not £500 promising). I'm looking at the P1200 pro week aqua which looks like it might fill the gap (might not get away with flood lights in the lounge!). I'm a bit concerned about warranty of lack of - thats one of the things which drew me towards the fluval and I've had lights from ali express before which have failed after a year or so.

Many aquarium lights are overpriced, and Fluval is no exception. You could find more affordable alternatives that offer much more powerful lighting for a lower price. However, I'm confident that Fluval will still support moss and some other plants, though they may not show their best colors under this light. I had this aquarium (my Son's) under $20 led fixture:
