i found this locally in south africa, it grows submerged, looks and grows a bit like guppy grass, but the leaves are round and not blade like at all, what is it please?

It is a "Charophyte" - <"Charophyta - Wikipedia"> <"African Rivers">. It maybe a Nitella sp. <Nitella – microscopesandmonsters>.

They are very interesting plants, Chara spp. are calcified, hence "Stonewort".

@Iain Sutherland had one appear in his tank <"Taiwan Bee not so nano"> and you may be able to buy a Nitella sp. <"Nitella Flexilis Aquatic Pond Plant - Stonewort">.

This algae is useful because it looks good. I think @dw1305 is right and it is Chara globularis.

Could be, but it is "pick a name" with Charophytes.

Chara spp. are calcified and Nitella spp. aren't, but to get a species name you need a microscope and a "spore".
