Clarifer is I think on a tank a misnomer, green water is not an issue normally, unlike a goldfish pond
If you quarantine fish and don't keep sensitive fish, and don't keep livestock outside of their preferred water parameters a UV system is not essential at all. But introducing disease into a large established aquarium can be devastating and deeply depressing and expensive.
