Done both, but really recommend mesh bags.Did you use this with mesh bags or just put a thick cap on top? I'll be using sand but worried it would eventually mix together.

This tank, very overgrown and the CO2 has run out, is one inch of pond soil in the rear only with an inch or two of sand, horticultural grit and some pea gravel. No water column fertilisation tank is now over two years running.And did you get good plant growth with mesh bags?
