Plants need nutrients, carbon, light and oxygen. Broadly speaking ignore oxygen, itll be fine.
So you are left with the other three. TNC Complete is the nutrients, all you need. TNC Carbon is a carbon source which will add a bit more carbon to your tank than would occur without adding it, but less than if you were injecting c02 gas.
You have to try and get the 3 things balanced, more light means more carbon and nutrients needed and vice versa. Sticking rigidly to what it says on the packet only takes you so far.
So you dont necessarily 'need' the TNC Carbon if your lighting is quite low intensity, but itll probably help your plants a bit. And it also has some algaecide effect, which may help too.
