Minimum Flow required for Lily Pipes?

Is there a minimum strength a Filter needs to have in terms of Liters/Hour for a glass lily pipe to be effective?

I tested out using a ADA Lily Pipe on a 80L tank that has a filter with 700L/h (JBL cristalprofi e700 that came with the tank), but I can't seem to get the flow working very well. The pressure of the filter doesn't seem to be enough and when I change it out for the black plastic pipes it comes with it works better.

There are no magic numbers. The 10X rule is as good as it gets. Many use lily pipes successfully but there are a lot of variables. Well placed spraybars are generally more efficient, but by what factor is hard to determine.
