Hello,

I am setting up the following tank:

60 cm height
60 cm length
30 cm width

2 X T5HO 24W Hagen Glo

To grow Eleocharis Parvula with Estimative Index dosing method and pressurized CO2 in a substrate made up of Sera Floredepot capped with innert sand.

Does the light sound good enough?

I would say plenty although you have height. Flow would be where you should be focused.

Yes I'll second that, you can grow most plants in the amount of light that you have, as spyder says a good amount of flow is the key.
