Is Fluval 107 overkill for my 37 liter small tank?

You have a big tank my tank is small 45 x 30 x 30 CM In that tank the thickness of the substrate is 2 inches so I will need
While it’s fun buying lots of fancy gear and going hi-tech, on a tank that size, I wouldn’t bother with any of it - it just gets complicated and takes up space.

I have a 30 cube which just has a sponge filter in it. Cost me £7 off eBay. In that size tank you can’t put much more than shrimp anyway so lots of filtration is overkill. I’m not even sure if the sponge is necessary in my set up. The plants do all the heavy lifting.

I am using a Sun Sun XBL 400 which is a hang in back filter. I thought it's more than capable filter for this sized tank. But after going through this


I thought my filter wasn't doing the way I expected it to be. It's a heavily planted tank.
 
What is your maintenance routine for your aquarium?
 
1. Change 15-20% water every week.
2. Fertilizer, micro nutrients and macronutrients twice a week.

I would suggest that you change 50% every week in a planted aquarium. Just a suggestion from my side:
  1. Dont clean your pre-filter before doing the below.
  2. Take water down by 25% initially.
  3. While the water is low, scrub the algae off the glass and waft your hands through the plants and above the substrate.
  4. When removing the final 25%, the 'soup' created by the cleaning will be removed.
  5. Replace with 50% conditioner-treated water.
  6. Next day, clean the pre-filter.

Sensible advice.
 
Fluval 107 is a great filter (I have two 207’s) and you can adjust the flow on it if required. I’ve linked the metal Lily pipes I’m using, remember you can lift and lower Lily pipes to get the desired height.

"Once the filter is operating continuously, you can use the top lever on the AquaStop to regulate the water flow.To reduce the water flow, lift the lever up to halfway, but no higher. This can be done once the unit is fully operational,and will not harm the motor. However, never run the filter with the lever up (closed) more than half way."

I don’t know about the Fluvals but on some canister filters restricting the flow like this can increase impeller noise.
I’ve only ever done this out of curiosity, I’d never run a filter this way.
There’s a lot to be said for buying the correct size filter for your aquarium. 😉
