It is definitely a Hydrocotyle sp., unfortunately they all tend to look fairly similar. Looking a the other plants I think that section is always emersed. The Fern is Bolbitis heteroclita, and as well as the moss there is a Selaginella sp (top right) and a Lycopodium sp. extending out over the water. Is it a case with insectivorous plants in it?
