If impeller is new,filter is new, then might look and see if rubber bushing's that fit on both end's of the ceramic shaft are in place. The rubber bushing's are placed on the impeller shaft and the one on the end of the shaft that sit's inside the impeller well are easily lost or sometimes...

Hemostat's can grab hold of it maybe, or small needle nose plier's. It's gotta come out so new one can be placed on the end of the new impeller shaft and then seated in the well.

I see several nick's/chip's missing from the impeller. A replacement impeller +shaft+ bushing's (comes with shaft) would be my path.

I set up the Eheim as per one of two option's pictured on the box the filter's came in. I only leave the biomedia in the bottom cause I tend to clean pad's aggressively and it is insurance.

Doubt that plant's stop growing with reduced lighting for as mentioned,,,they will use what light is available. Perhap's the growth slowed,, but so long as there is SOME light,,they did not stop growing.

If you think maybe lighting is too much, then reducing it could do no harm however one achieves the reduction. Some relector's better than other's . Don't believe reflector's are ALWAY's a bad idea. In low tech ,low light,they are great benefit.

Found a couple brushes that came with Emperor filter's I used to run. I looped a two foot long piece of weed wacker line through the end of the brush and taped it with electrical tape. Run the line through the tubing ,and then pull the brush through . Not very attractive, but effective.

I would stick with the 16mm for the dual intake you are planning.IMHO Would not want to restrict the intakes by going with smaller ID tubing.

Must be some source of ammonia for nitrifying bacteria to feed on before maturing can begin.

Could always attach a powerhead to the sponge filter. Have done so in tanks containing loaches,catfish ,and plecos for a few years now. I would think they would provide current as well in this way.
