phosphate remover and a blanket weed killer on a regular basis will do the trick, not much more you can do as you can't control sun light and rain which are both the main courses for Blanket weed.
That's the cheapest way but also the most boring way as there are so many lovely Koi available.
or consider sooner or later a bigger pond ( that's my problem always, start small end too big )

as Koi can grow over a meter it's advisable to have some form of space. the norm is around 1 cm per 10 liters of pond. so in your case around 250 cm fish maximum.

ask 10 people and you get probably 10 different answers. I would always recommend Hikari, not the cheapest but imho the best not only for your fish but also for your filter. answer to your second question is yes.
