I'd suggest the Fluval 307 for a 90L
Neither. You should be looking for 10X flow, so both filters you suggest are underpowered.

Or, the 307 for filtration and a powerhead for flow.

I’ve got a Fluval 207. I only used it for a week. It wasn’t as quiet as folks said it was, the media baskets are a bit flimsy and the vertical inlet/outlet pipes made hose positioning in my cabinet problematic.
For a 90P I’d use a Biomaster 350 or 600, or an Eheim Classic 600. Then again, some of the stainless steel ADA knock offs look pretty good?

The problem with Eheim 600 is getting Lily pipes. Its inlet has different diameter and outlet different

you can use "Eheim Reducing Piece Aquarium Fliter, 16/22-12/16 mm" to adjust to the size you need.

I think they all 'work' but I use the Nero 3, which is pretty sleek and fully programmable. Not cheap but very effective.

Is power head really needed if you have a powerful filters like Eheim classics 600 or Fluval 207 that’s already provides strong surface agitation?

It's not a requirement and you don't need one for success. It can help if you have a dead spot in flow somewhere in your tank. There is solid budget options from Jebao on AliExpress for <£50 if budget is a concern. Your tank is 90l, the 207 is 780 L/H so very close to the rough x10 turnover guideline, the 307 is 1150 L/H so it's a little over x10, either should be fine.
Makes me think that either something was wrong with the setup, or the unit (perhaps the QC isn't consistent). I have ran two of them, and have heard around 5 total - all extremely quiet. I've never had any issues with the baskets, I do agree that the hose inlet/outlet being adjustable would be a good upgrade for their next version. Shame it didn't work out for you though.

fluval 207 and 307 use 16/22mm tubing. You may have to swap out the manufacturer provided ribbed tubing for normal tubing as I'm not sure on the compatibility of those with lily pipes

OK so in nutshell I buy 16/22 MM PVC pipes and use it instead of stock hose.

I replaced the ribbed tubing that Fluval packages with the filters with clear 16/22mm tubing straight away, this is compatible with glass or stainless steel lily pipes 🙂

I got my filter today. I ordered the "lily pipes" and "16/22mm Aquarium Canister Filter Hose Pipe Airline Flexible Tubing, 3m". Once it's delivered I will install the filter in my 90L tank and Eheim class 250 will go into my small 37L tank.
Do I need need "connection valve double tap connector" I saw the one sold by Eheim is too expensive. But if it will make cleaning the filter easier, should I go for it?

You really need one for the inlet hose. You can get by without one on the outlet hose, or you can use a single tap.

The Filter you have doesnt need it. When it comes to cleaning, turn the filter off and then shift the grey lever to the vertical position which will close the valve. Then you can lift the red lever which will remove the tubing assembly without any water siphoning from the the return/inlet tubing. a small amount of water will probably get pushed out from the filter itself once you remove the tubing assembly due to pressure build-up when the filter was running.
The connection valve will definitely make it easier but not required and also its another possible source of leakage in the future.
