E.I dosing query?

I am trying to calculate the perfect mix for my E.I dosing regime, and it has made me think...... If I have tap water that is high in nitrates (30ppm) &high in phosephates would I still need to add them to my E.I mixbearing in mind that even with a low fish load 15 tetras in a 75g, my nitrates are never below 30...... Oh and the tank is injected with pressurised co2.

Yes. Because you have no accurate way of measuring the parameters of your tapwater, and besides, it is constantly variable.
