When to trim?

Hello

I was just wondering when is a good time to trim the stem plants? Is it best to trim the to a similar length or just leave them till the get close to water level and then do a trim from there?

In my case l always try to trim the top 4to 6inches before they actually reach the top of the tank inch or so below. Replant depending
