What's a Safe Rate of Transfer

I have recently purchased a larger tank, about 450 liters in volume and it has been running fishless for about 1 month. I added a decent amount of plants midway through so I could start enjoying the tank. I dosed API quick start and Seachem bacteria several times and the initial algea phase is resolving quite quickly. I'm actually shocked about this. I added 10 brilliant Rasbora, 1 SAE and 8 Ember tetra. I'm testing daily and nothing is showing up besides the ferts I dose.

I'm wondering what would be a good rate to transfer my existing fish in? I was thinking 10 a week should be somewhat okay but I'm looking for additional input on this matter. I'm continuing to add plants as I go and have Hygrophila Polysperma, on standby, I could easily float for additional safety.

Side note; the plants originated from my well established tanks. I did an aggressive Potassium Permanganate dip on all the transferred plants. I would imagine some BB survived and this could explain why I have yet to test ammonia and nitrite.
