What type of Algae is this?

looks like GSA...mostly it's a low phosphate issue

I thought the same, and bought a phosphate test kit. My Phosphates are above 10ppm. How much over I do not know as the API test kit is limited to 10ppm. I will lower my phosphates during my next WC. I will try for 3 ppm.
I think 4x24w t5HO at 8" may be a factor or the fact that I am still cycling.Oh well, I will wait for my tank to finish cycling and then worry about it.
 
For which volume? Forget about tests and levels... not accurate, not useful information. Focus on light which is easy to manage. 4x24w can be a lot of light for cycling a tank. What about co2? I would fix that problem asap, cycling won't solve this problem nor make it easier to solve.

20 gallon is 90 liters, isn't it? So definitely 4x24w T5 is too much light in my opinion, especially if the tank is still being cycled. I would reduce right now to 2x24w T5 until the growth is fine. How do you measure your 60ppm of CO2? Is it a pH/kH chart calculation? If it is, you won't probably have that level of co2. 60 ppm is a very high value.... Anyway, flow and distribution will be a key issue concerning CO2 and related problems.

Raised the light 6 inches. Lowered phosphates to a measurable level (5ppm). Its working as algae as stopped.

I don't like the t5 light that high since it shines all over the room so I ordered an LED fixture for a more directional beam.
