Struggling plants and white hairs

Hi Everyone

My first post here, and I’m hoping you can help. My plants look a little rough, and I’m finding small white hairs developing over many of the plants (photo hard to grab, but look like the ones on the wood).

I have a 110 litre fish tank:

No Co2
Lightly planted
Weekly fertiliser added (in picture)
DIY type root tabs (which the balls always pop to the top of the substrate)
Weekly 20% water change
Light is Seaoura SR629- using daylight cycle (full light for about 7 hours).
Tank now gets clipped with 1 hour of direct sunlight (due to the low sun and seasonal change)
Stocked with:
-8 Cherry Barbs
-6 Peppered Corys

I’m due to upgrade to a 200 litter Aquael Opti in January, and wondering if it’s safe to transfer some of the plants over too.

Also looking to get a Co2 system once I can find a local co2 bottle refiller.
