What is the best way to keep new stem plants in gravel substrate until the take root. Thank you

I would just use pincers to plant deep in to the substrate.
☝🏼 As Tim said but would add plant them at a 45 degree angle too. More of the stem buried and greater contact.
Fine pinsettes help, just wiggle them gently to settle the gravel around the stem before releasing the pinsettes.
