hi, so i have planted some rotala species around a week ago , the tops are gowing i in the submersed form as expected but some of the bottom leaves are struggling a little to adapt,
so would it be advisable to cut the tops and uproot the bottom and replant the submersed adapted tops of the stem?

I wouldn't bother uprooting. Just cut low and plant the tops around, you will get new growth from the old stems you leave in place.
