Staurogyne sp. in low light

Hi,
I have a little 26L desk aqaurium. Its got a 11w light with reflector. I'm using injected c02 and tropica plant nutr+. The substate is ADA aquasoil. The light would only be about 25 cm from the plant but would Staurogyne sp. grow with only a 11w light?

It would grow, but slowly.. it would also grow tall..

im having trouble growing this plant altogether seems to be putting down good roots but nothing above the substrate been in for 6 weeks now.
