Shipping Melanotainia eggs internationally laws?

I’m based in NE scotland, and i am in contact with a guy who owns a store in the US selling aquarium fish/plants/inverts ect. he has some melanotainia eggs that he would ship over to me and i’ll hatch them here. Or at least that’s the idea. The species is M. Kali Tawa, and i want them not because i can’t get a hold of them, just because the genetic diversity here is not great and id like some better quality stuff. What are the regulations/laws/hoops i need to jump through to get them shipped over? asked a rainbow specific Fb group but couldn’t really get a clear answer. Thanks!
 
It looks like viable fish eggs would be categised as high risk under the Border Target Operating Model (BTOM) as they are "Live aquatic animals include live fish and animals for ornamental, aquaculture and re-stocking purposes, and their germinal product"

As such you would need to use an IPAFFS to notify authorities before the goods arrive in Great Britain.

Your consignment must have a health certificate issued by the competent authority in the country where the goods originate.

Consignments in the high BTOM risk category are subject to physical import checks and identity checks.

My interpretation is that yes you could but it would involve a lot of paperwork and a degree of cost. Perhaps do it with a few fellow enthusiasts?

I would not go there in a million years unless the seller got a US permit to export (make sure he got one) and you got a UK permit to import (if necessary). With only few exceptions, exporting livestock including fertilized, but unhatched eggs out of the US without a permit is penalized with steep fines and possible jail time.
