Prevent an End of Bottle Dump - CO2

To prevent an End Of Bottle Dump,
can I not use a CO2 limiter or an inline 'Mini Gauge' ? Or does it not work like that?

Bottle dump is only really an issue when you use a single stage regulator, but most hobby regs are dual stage anyway. If you have a single stag reg, I'm not sure if the above units would help, are they not just acting as a needle valve?
