I have a low light/tech nano tank and I’m trying to find a moss or plant that can be attached to rock and that will grow downwards over the edge of the rock to create a cascading curtain effect. Preferably a smaller leaved plant or moss. I’d probably be gluing it on. Thank you

Willow moss (Fontinalis antipyretica) would work in a "low light/tech" tank and so would Spiky moss (Taxiphyllum sp. 'Spiky'). Both can create a cascading effect with a little help from you. They are both very easy, tolerant and adaptable mosses. Christmas moss (Vesicularia montagnei) need higher amount of light and some added CO2, to grow satisfactory and so do weeping moss (Vesicularia ferrieri 'weeping'). Those would most likely not work in your tank.
Hope this is of help, getting you the appearance you want.

Not low tech but I got a good draping effect from the glosso

Hydrocotyle Tripartita drapes quiet well.
