Would my tank be overstocked if I have,

15x Cardinal Tetras
8x Threadfin Rainbows
8x Hatchetfish
2x Rams
6x Ottos
6x Stiphodon

Inverts
5x Amano Shrimp
10x Cherry Shrimp

Depends on the size of tank.

Rams and shrimp may be ok at first but the rams may see the shrimps as a buffet when they get bigger. I've got 4 in with my shrimp and I'm getting away with it for now but the rams will be moving to another tank in the summer.

Sounds OK for a four foot tank?.....

Agreed. I wouldn't be happy with anything under 200 litres for that lot really.

You could get away with it in a smaller aquarium, but would need tip-top filtration and maintenance practices to avoid poor water quality and algae issues.

Personally I wouldn't have more than 10 small tetras or rasboras in a tank that size but ultimately depends on your maintenance schedule and what looks right to you. I have a u3 and aquaball with 4 cartridges in a 90l with less than quarter of the bioload you are suggesting and still end up cleaning filters twice a week

Wow. I think that'd be massively overstocked. I consider my 70L heavily stocked with:
8 Cardinal Tetra
4 Head and Tail light tetra
4 Panda Cory
4 Otos
As above I'd think about a lot more water!
