Nuphur japonicum growth question

Hi all...first time poster.

I bought this plant about 3 months ago for my 180l tank and everything is going fine with it....or so i think. over the past month the plant has grown 5 surface reaching leaves ( the more waxy kind) yet has only produced one underwater leaf (which was a replacment for a dying leaf i trimmed from it a week before)

Now is the growth of surface sitting leaves a sign of good health rather then growing beneath the water...or should it be the other way around.

Also any methods to anchor this bad boy down would be great. The root system stretches half way across the tank but the bulb / stem still seems to pull away out of the substrate occasionally.

Oh i also read that these plants produce flowers any fert suggestions / water parameters to help me achieve that would be great.
