Low light stem

Since rejigging the tank a little I now have what is almost a blanket of frogbit and salvinia over part of the tank. This is the area I have some Rotala but this is not doing to well since the light has been cut (very small leaves and spindly growth)

I want to keep the floaters but also have some tallish stem under them. Any plants that would fit the bill? Ideally low maintenance and fine in this low light but mildly bushy and will grow to about 40cm. (No CO2 or ferts in tank)
