You won’t need food grade CO2…remember that many people use fire extinguisher CO2. As to liquid or gas, I’d suggest that the pressure of liquid is too high for the regulators that we use.
 
The CO2 in a fire extinguisher is liquid. It’s absolutely fine with aquarium regulators. CO2 liquifies at just above 50 atmospheres at room temperature. I would imagine the most cost effective is liquid state?

I don’t know what food grade CO2 is.

EDIT: Corrected typo - 5 atmospheres to 50! Bit of a difference.
 
I believe all typical CO2 cylinders contain liquid? (Certainly those that are sold by weight.) That is why they have to be used in the upright position so that the gas fraction sitting above the liquid exits through the regulator.
