Hi,
I think it will depend on many more parameters than just the length i.e. depth (front to back), height, low tech or high tech, intended plant selection etc.. For example, if it has 40cm depth and height and is low tech you would probably only need one whereas if it has 60x60cm dimensions and is high tech you would invariably require two.

I believe Horizon’s website states you need 2, in the product description.
