Leaf litter and flow

I have at various times added a few oak leaves into my tank and I can see my corys browsing round them. I added a few dried mulberry leaves (that I normally feed to my shrimps) and they seemed to go a bit crazy for them.

The problem I have with adding leaf litter is that the flow ends up squishing the leaves against the glass rather than lying on the substrate.

I guess other than reducing the flow there isn't much I can do to create a more natural leaf litter effect?
 
You can leave some attached to twigs if you can source them. I add cluster of them that I pick up from fallen oaks that I pass when walking the dog. With these little weights they stay in place and allow me to stuff separate leaves in with them, where they mostly stay put.
