Is This Right?

hi, i ordered some Colombo flora base from paraquatics, and it came today. however, the bag was split, and it is wet. also, if i take a piece and gently squeeze it between my thumb and forefinger it disintegrates very easily. is it normal for this to happen, i thought it would be stronger than that. also, is it normally quite damp?

i'd appreciate your opinions, as i'm not sure whether to return it or not.

i think it should come with some moisture in it.kind of damp but not wet.
you can crumble it between your fingers.its not very hard.
