Inline diffuser

So, not sure if this is a stupid question but going to ask anyway. I inject co2 using an inline diffuser and the only way I can get any surface agitation is by pointing the outlet nozzles up toward the surface but as the co2 is coming out from the outlet nozzles won't most of the co2 get released through the surface before its had chance to move around the tank?
 
Speaking for my tank, I do exactly this and have no issues getting CO2 saturation. Perhaps it costs slightly more CO2, but since its already mostly dissolved thanks to the inline aspect, its not a very big loss of co2... at least not in my tank.
