is there considered an unsafe limit,lets just say 100ppm,and what would happen.

I've not seen any toxicity data or data that tested values that high. One only needs a few ppm so unless you dumped an entire boatload of KH2PO4 in your tank by mistake you shouldn't ever really approach these numbers. The nutrient toxicity data most are concerned with are for NO3.
