Help with new opti white setup

I am getting a 90 x 45 x 45cm opti white tank. Would a fluval fx4 be too powerful for this tank or would it be best getting a hydor 600.want something where the pipes don't clog up too quickly so good flow. I had a tetra tec ex 1200 plus previously and the tubing was constantly blocked. What is a really good regular with a precise needle valve but not too costly and the cheapest place to buy 2kg co2 bottles.

I would like to plant hc so is cal aqua black earth a good choice or is there a better option in the UK.
 
You tank is about 182 litres, following the x10 rule you need a filter with an output of around 1800 lph.
