Heat getting to neon tetras/minnows?

Is anyone having issues keeping neon tetras and/or white clouds alive at this time of year?

I've lost 3 tetras and 2 minnows in the past month (about 1/3 of my stock, which was doing really well before) - searched the whole tank and they're totally gone without a trace, except one which had obviously been dead a while. Water seems OK, only thing that's really changed is the temperatures, which on some days I've been struggling to keep below 28*C.
 
That temp alone shouldn't be a problem, but warmer water holds less dissolved oxygen. It also raises the fish's metabolism so they need more oxygen. It you can't reduce the temp, you could try increasing the aeration.
I've kept White Clouds in a greenhouse which got much hotter in summer, but they had plenty of flow and surface agitation.
