Filtrosmart 100 heating problem

Hi all!
I got Oase Filtrosmart 100 with 50w heater (second hand filter and new heater). The heater can not heat water, it keeps max 23.5-24 degress, I even remove biomedia from 3rd chamber to make sure that water going thorough heater, but still it is not heating.
So my question, if I will replace it 100w heter, will it help? Aquarium is 60l.

What is your room temperature, and what is your target aquarium temperature?

According to Oase, a 75L aquarium will need a 75W heater to sustain a 10-degree difference between the room and the water. 150W for a 15-degree difference.

Room temp is 21, I would like to keep water temp 25. So I think I should upgrade to 100

Its possible the 75W should be adequate. 75W will allow for a 10-degree difference, which provides some headroom in cooler weather. However, I have the 150W on my 100L aquarium and that works well. However, my temperature can drop a lot where I live! 11-13 overnight in the house!
