myself and another friend are/will be running the following up aqua a-153 regulator & an up inline atomizer,
as it turns out these regulators are not pressure adjustable as advertised, i have yet to set mine up but he advised his is running at 4 bar, is this okay or could this cause problems ?

That is pretty high!
4 bar should be ok if you use quality fitting & make sure everything is tight!!! bubble counters definitely need to be strong!
