DIY plant pot questions

Hi, I'm planning on a wall of Vallisneria at the back of my other tank (not my planted one), however I have a very thin sandy substrate in that tank so am thinking of making a plant pot for them. Question is would this work and what substrate should I use that won't leach nitrate. Obviously option 2 looks easier but I'm worried about floating substrate.

Option 1
A 3"x3" 'cage' made of plastic mesh running the length of my tank.
In the cage my substrate held in by netting.
Plants planted directly into that.

Option 2
A simple rectangular plant pot or two filled with substrate

Try using pond soil and top it off with some gravel, the same is done in ponds so why wouldn't it work in fish tanks.
