Find a way to lure the baby snails out. A jar with some particularly tasty food in or something. Do this a few days in a row, I'm sure you'll catch most of them.

I don't see why you couldn't do it in a bucket, as long as the snails aren't completely buried under kilos of gravel. If possible, you could fill the bucket with the old gravel, then put said bucket in the new tank. They would find their way into the new substrate quickly enough.
