they have been in tank for around 3 weeks and iv only got 2x 48inch 54w T5 tubes whot are like 2 year old with reflectors on tank and reduced light time to 6-8 hours a dayTo much light/too little CO2?? That's a possibility
How long have they been in the tank?

Petchi is one of the slower growing crypts so will take some time...depending if your dosing Co2 or its a low tech set-up!

50% is okay for water changes!
I would reduce the lighting period to 6 hours maximum.
If your using inert sand/gravel...root tablets/sticks/balls would be beneficial.
Just remove dying leaves...to promote new growth....😉
