cuttings/propergation tank

thinking about having a tank set up to grow cuttings on, and hold plants in etc. does anyone have something like this and what would the best setup be?

would a bare tank and just a power head to move water about be enough, or would a filter be needed.

then would ei an easy carbo be enough to keep them healthy.

I'm moving soon and the new property has a garage. I was thinking about one of those cheap, large plastic storage containers and an internal filter. Would be great for growing on clippings for future projects and cheap to get started.
