Curling leaves in tap water

Hi all,
This is the second tank I have created in Scotland with tap water and all my plants develop these curling leaves after a few days. The water report for the area describes the water as soft with a tds of 60. The pH I measured at 6.7 with an Apera instruments probe. I used Tropica GS with gravel in this new tank and JBL ProScape in the previous one. Dosing TNC complete weekly. Dosing CO2. Running a Twinstar e600.

My initial thoughts are calcium issues, but I did start using equilibrium and the new leaves are still twisted and curled.

Any ideas?

Transition to submersed leaves changes the shape!
How long have the plants been in the aquarium?

Give it a few weeks for the Rotala to settle....there are many variations of Rotala rotundifolia, and different water parameters can affect the overall look of the plant and how it grows submerged!
