Co2 cylinder refils

So I live is sutton/carshalton Surrey and been using pressurised co2 cylinder for a few years now. When I 1st bought the co2 regulator I was estatic only to find out co2 cylinders are hard to get and refill, lucky after a week I found tam leasure in new Malden who stock co2 cylinders. 1st time I refilled mine (they just swap it) 3.15 kgs it was £25 now it's £38 and i was like no way it's too expensive so I looked around in the area called few fire protection firms and they all say cant or dont do it anymore so i was like ok have to pay £38,so called tam leasure to check for stock and confirm prices and luckily I asked about the next size up and thats 9kg and it's exactly the same price £38 so I got that one instead. I dont get it though why they are same prices its triple the weight.

I would think the major expense incurred in refilling CO2 cylinders is safety checks and certification etc, which would be the same for any size, not the actual bulk cost of the gas itself?

I think this is correct, which is why it's far more cost effective to get as large a CO2 canister as you can physically fit in your cabinet or space.
