Clown loaches will eat shrimps if they can get them, however, if you have sufficient hiding places amongst plants etc. then you can keep both. I have a clown loach and a self sustaining colony of RCS.
Clown loaches will hunt shrimps but you do realize that the idea of keeping a potentially foot long fish with a sub inch shrimp makes the shrimp a pin in the haysack. Also take into account you should keep clown loaches in groups of 6 to 12 the aquarium needs to be fairly large. In my 600 (gallon) which is 12 ft long and 4 ft wide i have 13 clown loaches - if i put in a few shrimps i would never see them. Having said that i really doubt the shrimp could find hiding places long term as the loaches make excellent hunters of such tasty snacks. Heck i remember putting a shrimp (not rcs) in one end of my tank while my black ghost knife was sleeping on the other end and it took it less than an eye blink to realize something yummy was in the water and charge it. Now i realize the bgk wasn't exactly the clown loach but he did have to compete with the loaches who beat him.
