Hi mark, depending on which particular plants, i found that stem plants for example were best planted in at a slight angle. this stopped the problem when i used to use it
I tend to that that if you do plant, bury as far down as you can, then force the tweezers open and shake as you pull back to the surface.
This disturbs the gravel slightly and allows it to fall back in to the little hole you've just made.
