Cardinal tetra bottom dwelling?

Just added 12 Cardinal tetra to my tank, all look healthy but on a night they chill right at the bottom of the tank with the to and shrimp and hardly move.

Is this normal? Checking because I have 5 neon green rasbora in the same tank and they seem to dart about the whole tank 24/7
 
It seems to be a very common thing for cardinals to do. My brother has a group that spend 90% of their time in the bottom third of his tank.
 
Paracheirodon are fry hunters. They stay close to the bottom.

At night they stay lower (in nature close to leaves and plants) to spurt away quickly when predators come close.
