Biomaster 2 - power consumption under operating conditions?

I am failing to understand the power consumption numbers for the Biomaster 2 as given by Oase. For example, they state the power consumption of the pump in the 600 is 22W, but that power consumption under operating conditions is only 14.3W? Anyone have any insight as to why this may be so? The other models have similar reductions "under operating conditions". They did not list this additional metric for the original Biomasters. From BioMaster² Thermo 600:

No idea, I’ve always found Oase responsive though so worth contacting them if nobody else knows.

I'm assuming the higher wattage is the initial power consumption upon startup as with other motors. I've noticed this on my 250, the operating wattage is lower than what's on the sticker.
