About "garbage" cleaners

I have a 30G tank with live plants (see signature) with 7 black phantoms and 5 glowlights for now...

I need to know what the BEST option (have $$$ budget) for a (I call garbage cleaners) would be. I do not have
much algae or any, but am wondering what would be the best choice for this?

Garbage cleaners ??
Hmmmm....you say you have no algae so what kind of cleaner fish are you after I'm confused, surely you don't mean a fish that eats fecal matter :/ this doesn't exist, and if you don't have algae but want some algae eaters such as otto's gobies or a shrimp gang than you would need to supplement there diet with blanched peas and algae wafers.

Maybe I misunderstood?
